Rune levels
The source lists increasing gold costs by rune level, from Level 1 through Level 5. Higher level runes cost more to apply.
Rune effects vary by level, so the exact chance, duration, and damage should be checked in game before committing to a build.

Rune effects
Frost slows before dealing bonus damage at the end of the effect. Burn and Methysis apply damage over time. Corrode weakens targets and increases damage taken.
